I know they aren't a toggle in the relative sense that you were going for, but after mentioning Udyr, I was a little disappointed that old Sona auras weren't brought up. Even if they couldn't be "turned off and on" they still represented the old style of league's "actively passive" abilities that toggles still hold as their identity.

There is nothing I want more in league than old swain and earlier seasons 5-7. The game was good back then and swain was all I ever wanted.

Old asol was so much fun. His mecha skin also is so much worse off without his rockets.
I straight up hate the newest Asol rework. It removed everything I liked about playing aurelion sol, and replaced it with some hyperscaling kayle-ass bs. I tried to like it, but I just don't. I think the pattern is no less toxic to play against than it used to be, but now it's easier to pull off, and more boring to play. It's always a huge bummer to see an Asol on the enemy team now.

riot ruined swains look, he used to look so cool and unique, now he looks so generic they even ruined his ult, old swain would actually change in appearance new swain just got wings thats it.
Well, reworked Aurelion Sol's Q is the closest thing we can get to a modern toggle ability.

Don't know if it's been mentioned in the comments, Old Ashe Q for the slow was toggle and old Moakai ultimate was toggle, and i may be incorrect but weren't evelynn and twitch invis toggle as well back in old league?
I'm surprised to not hear any mention of old Sona. Your abilities would swap 'stances' to provide a different aura (AD & AP, Armor & MR, or MS).
Amumu's W could use a revamp, but karthus and singed's are too intricate and integral to their kit.

Since rammus's two things are speed and armor, it would be cool if his thornmail ability would be a toggle between greatly increased speed and greatly increased armor+thornmail. He could use some love and skill expression.

I feel like this can go for different champs opening up a new series of videos or can be covered in one video.
This game is total dead because hackers and cheaters with scripting. And riot does nothing about it. 5%win rate, zero skill just ends up 2304982349832 kills 0 death 394823904823093 assists because hacks and cheats for scripting. RIP league of legends. This is just league of scripting.
