HVK-30 is a super fast ADSing weapon, so working on its ADS speed is a waste of resources, try this instead:
OWC Marksman
MIP Strike Stock
OWC Laser Tactical
Strike Foregrip and
Large Caliber Ammo
Remember to use Vulture perk, Dead Silence perk and Agile perk
Edit: Changed Ranger Foregrip to Strike Foregrip because the Vertical recoil is negligible

I think the hvk is glitched [at least for me] i unlocked the large calibre ammo i don't even remember getting headshots or trying to unlock by getting 50 headshots

this is like the dr-h. it's shit on its own, but it's pretty good with a certain attachment
Also it seems 50 is not that much but HVK accuracy is not that great and also not good in control, so it needs every ads spread + vertical-lateral recoil reducing attachments with a 3x scope or a 4x scope just to get the head in close range. And with normal ammo you need 3-4 shot head shots to kill.
