you dont need the item technically, if another player in the area has the costume on their pug you can do what you need to without the costume yourself.
I didnt have the costume when I did it on my orc warrior but was able to complete the step because a night elf hunter was afk in the area with their pug out who had the costume.
man I miss how I could make gold in BFA, leather and bones were cheap on the auction house, I made fist weapons and sold them to the NPC for a profit XD
Just a heads up, it was confirmed by Josh on the secrets Discord about 2 weeks ago that the Costume is not necessary for the obelisk /pray step ,,, as this knowledge slowly makes it into the general playerbase and gets edited out of guides, it will be harder and harder to sell these….. I sold one for 150k early on, but the demand is tanking fast 😉
